National Plan Training
The National Plan to Combat Pollution of the Sea by Oil and Other Noxious and Hazardous Substances is a cooperative arrangement involving AMSA; the States, the Northern Territory, and the petroleum, chemical and shipping industries, which aims to maximise Australia's marine pollution response capability. To assist in maintaining this capability various National Plan organisations frequently hold training courses.

3. AMSA Course Descriptions
CORE Training
Incident Management Team (IMT) Course:
The Incident Management Team Course is designed for all marine pollution responders who could be expected to perform in a functional management role during a marine pollution incident. The course runs for five days face-to-face and covers units of competency from the Public Safety Training Package:
- PUAOPE004B Conduct briefings / debriefings
- PUATEA003B Lead, manage and develop teams
- Decision making strategies in an oil spill response
(Newly developed by AMSA to be added to the Public Safety Training Package)
As a pre-requisite to this course participants will be required to have successfully completed all 4 modules of the Online Learning course: Introduction to Pollution Response.
As the Incident Management Team course is competency based training participants will be required to complete assessments during the course and also post-course.
SPECIALIST Training
Incident Controller Course:
The Incident Controller Course is designed for marine pollution responders who would be expected to perform in the role of Incident Controller during a marine pollution incident or who aspire to perform this role in the future. The course runs for five days face-to-face and covers units of competency from the Public Safety Training Package:
- PMAOMIR650B Manage a crisis
- PUPAOPEO19A Control a level 3 incident
- PUAOPE018A Control a level 2 incident
As a pre-requisite to this course participants will be required to have successfully completed all 4 modules of the Online Learning course: Introduction to Pollution Response.
As the Incident Controller course is competency based training participants will be required to complete assessments during the course and also post-course.
Planning Course:
The Planning Course is designed for marine pollution responders who would be expected to perform in the role of Planning Officer during a marine pollution incident or who aspire to perform this role in the future. The course runs for five days face-to-face and covers units of competency from the Public Safety Training Package:

- PUCACOM003B Manage information
- PMAOPEO25A Manage planning for a level 2 incident
As a pre-requisite to this course participants will be required to have successfully completed all 4 modules of the Online Learning course: Introduction to Pollution Response.
As this Planning Course is competency based training participants will be required to complete assessments during the course and also post-course.
Operations Course:
The Operations Course is designed for marine pollution responders who would be expected to perform in the role of Operations Officer during a marine pollution incident or who aspire to perform this role in the future. The course runs for five days face-to-face and covers units of competency from the Public Safety Training Package:
- PUAOPEO23A Manage operations for a Level 2 incident
- PUAOPE024A Manage operations for a Level 3 incident
As a pre-requisite to this course participants will be required to have successfully completed all 4 modules of the Online Learning course: Introduction to Pollution Response.
As the Operation Course is competency based training participants will be required to complete assessments during the course and also post-course.
Logistics Course:
The Logistics Course is designed for marine pollution responders who would be expected to perform in the role of Logistics Officer during a marine pollution incident or who aspire to perform this role in the future. The course runs for five days face-to-face and covers units of competency from the Public Safety Training Package and Transport and Logistics Training Package:
- PUAOPEO22A Manage logistics for a Level 2 incident
- TLIY2808A Apply knowledge of logistics
- PUAMAN008B Manage physical resources
- PUAOPE002B Operate communication systems and equipment
As a pre-requisite to this course participants will be required to have successfully completed all 4 modules of the Online Learning course: Introduction to Pollution Response.
As the Logistics Course is competency based training participants will be required to complete assessments during the course and also post-course.
4. AMSA Workshop Descriptions
Environmental and Scientific Coordinators (ESC) Workshop
This is a three day workshop relating to the development of knowledge and skills of environmental and scientific personnel within the National Plan.
Target Group:
- Nominated Federal, State, Territory and Industry based environmental and scientific personnel and their deputies
- International environmental personnel may be considered where space permits on the workshop
Outcomes of the workshop:
The major focus for the ESC workshop is skills development for nominated ESC's and their deputies. Each workshop agenda is determined in conjunction with the Environment Working Group and input from the ESC's network. Alternative workshops on a biennial basis focuses on marine pollution response and ESC policy development, research and technology project development and outcomes.
Subjects and Topics covered:
- Reports from each jurisdiction related to ESC activities
- Recent incidents and lessons learnt from each jurisdiction
- The changing roles and responsibilities of ESC's
- Latest knowledge on the impacts of oil and chemical spills in marine and coastal environments
- Environment Working Group (EWG) activities and directions
- ESC training materials and future requirements
- ESC in chemical spill and wildlife response
- Actions required by National Plan Operations Group (NPOG)
- Other topics as determined by EWG and ESC network
- Research, development and technology project priorities and planning
- RD&T project outcomes and reports
- National Plan ESC decision support systems
Attendees are required to provide a report of ESC activities from their jurisdiction and participate in any field activities. Course attendees will be provided with a book of reference material covering the material discussed and the proceedings will be published on the AMSA web site under the ESC Toolbox. The latest "ESC Training and Induction Resource" disk will also be provided.
Training Coordinators Workshop
The Training Coordinators Workshop is designed for State and Territory Training Coordinators who are responsible for training within their jurisdiction to get together and discuss common issues.
Marine Pollution Controller Workshop
A two day training workshop for Senior Management of Government and Industry
Target Group:
- Selected Federal and State Government/NT personnel expected to perform the role of Marine Pollution Controller
- Selected Industry personnel who could perform the Industry Adviser role during a major marine pollution incident
Participants will gain knowledge of:
- High level issues confronting Government and Industry
- Potential problems arising from issues which could cause conflict of interest between Government and Industry
- Political, media issues and interest group pressure
- Existing legislation
- Legal framework relating to Protection and Indemnity Club issues
Subjects addressed:
- Overview of major disaster management
- Oil Spill Response Incident Control System (OSRICS)
- Role of the Marine Pollution Controller
- Role of the Senior Industry Adviser

5. Online Learning
Our Online Learning course Introduction to Pollution Response is now complete and available for use.
Introduction to Pollution Response consists of four Modules:
- The National Plan
- Health and Safety in an Oil Spill
- Introduction to Oil Spills
- Introduction to Chemical Spills
These modules are available to everyone. There is no cost or timeframe for completion – with one exception. Participants attending any AMSA National Plan management training will be required to complete these four modules as they are underpinning learning. The Modules must be completed prior to AMSA booking airfares for course participants. The modules should take approximately four hours in total.

Then click on browse, select your National Plan training module and register. An email will be sent to you within 48 hours when your enrolment has been processed and you are ready to start learning.
When you have successfully completed the learning a Certificate of Completion will be forwarded to you.
