AMSA, as managers of Australia's National Plan, and the Australian Institute of Petroleum (AIP), through its Australian Marine Oil Spill Centre (AMOSC), have put in place a Fixed Wing Aerial Dispersant Capability (FWADC) for the spraying of oil spill dispersant. This capability has been achieved through a three year contract with Australian Maritime Resources (AMR) based in Adelaide.

The requirement for a FWADC was identified in the 1993 National Plan review. This was later endorsed by the National Plan Advisory Committee (NPAC).

Following extensive review and assessment of tenders - in a process overseen and endorsed by NPAC - the AMSA and AIP Boards endorsed the recommendation for AMSA to enter into a three year contract. AMSA entered into the contract on 5 November 1996, and the full operational aspects of the contract commenced in January.

A key factor in entering into this contract has been the agreement for the sharing of costs between AMOSC, on behalf of AIP, and AMSA, on behalf of the National Plan.

Utilising large agricultural aircraft with a dispersant capacity of between 1890 - 3100 litres, the FWADC is designed to complement the existing informal dispersant spraying arrangements using helicopters, which are confined to close inshore work.

The contractor is responsible for managing the entire operation, including management of sub-contractors, and reports aircraft availability to AMSA on a daily basis.

AMR is required to have available on any one day at least two aircraft. These aircraft are located at Tintinara (SA) or Adelaide (SA) and either Emerald (Qld) or St George (Qld). Additionally, aircraft are also available for approximately 275 days per year each at Scone (NSW), Ballarat (Vic) and St George/Emerald.
