National Plan to Combat Pollution of the Sea by Oil
Annual Report 1996-97

Objectives

The objectives of the integrated National Plan oil spill response training program are:

  • to provide senior management personnel likely to be involved in a major oil spill with an awareness of those issues which need to be addressed in the overall response;
  • to provide sufficient trained personnel at middle management level to both manage an oil spill response and act as deputies to response managers and manage the administrative and financial aspects of a major pollution response;
  • to provide a sufficient pool of trained personnel at operator level to allow effective response operations to be planned and undertaken; and
  • to provide personnel with oil spill response skills at senior and middle management and operator levels to enable Australia to meet its obligations as a signatory to the International Convention on Oil Pollution Preparedness, Response and Cooperation 1990.

    1996/97 -Training

    The National Plan training program during 1996/97 included On Scene Coordinator courses held in Brisbane (August), and Devonport (October); an Oil Spill Commanders course in Geelong (July); Administrative Support Courses in Hobart (November and April), and Brisbane (March); Equipment Operator Courses in Hobart (November) and Darwin (November and June). MEPS also provided oil spill response courses on a consultancy basis for the Newcastle Port Corporation in Newcastle (October and May).

    The Australian Marine Oil Spill Centre (AMOSC) conducted specific workshops for 129 personnel from companies in Australia including ASP Ship Management and Mobil.

    Overseas Training

    AMSA plays a major role in National Plan oil spill response training. To ensure that the standard of training provided in Australia is the best possible, occasional overseas training and benchmarking visits are undertaken.

    Assistance on a cost recovery basis was provided to the Maritime Safety Authority of New Zealand for three Oil Spill Response courses and an Oil Spill Commanders course.

    Following oil spill training development discussions with the International Maritime Organization (IMO), AMSA was invited to participate in two pilot courses in Thailand and Brunei Darussalam in June 1997. One AMSA instructor, with two instructors from East Asia Response Limited, Singapore, provided sessions at both courses.

    National Plan Exercises Conducted During 1996/1997

    A significant factor in National Plan oil spill response training is exercising response arrangements. Details of specific exercises conducted by States/NT and including industry are covered in the sections later in this report on a State by State basis.

    AMSA was also involved in a number of exercises during the reporting period. A walk-through exercise facilitated by AMSA was conducted at Hobart in March and the South Australian Department of Transport conducted Exercise "St Vincent" at Adelaide in October and the West Australian Department of Transport conducted Exercise "Koombana Express at Bunbury in May.
