National Plan Management Committee

The National Plan to Combat Pollution of the Sea by Oil and other Noxious and Hazardous Substances

The National Plan Management Committee was established pursuant to Recommendation 2 of National Plan Review 2000, as follows:

"It is recommended that a National Plan Management Committee be established to undertake strategic management of the Plan, including the setting of broad policy directions, recommendations to Ministers on funding arrangements, and monitoring the provision of agreed services by National Plan participants."

Management Committee Functions:

The National Plan Management Committee provides strategic management of the Plan including:

  • setting of broad policy directions;
  • oversight of the effectiveness and efficiency of the National Plan, including that of planning response standards for both oil and chemicals;
  • oversight of the ongoing effectiveness of the formal arrangements between key stakeholders and National Plan management; and
  • advice to the Australian Transport Council (ATC) on the collection and distribution of funds for the National Plan, including contributions from Commonwealth, State and industry.

Membership

The Management Committee has an independent Chair and comprises one representative from:

  • Commonwealth (Department of Infrastructure, Transport, Regional Development and Local Government)
  • State/NT Statutory Agencies
  • Australian Maritime Safety Authority
  • Great Barrier Reef Marine Park Authority
  • Ports Australia
  • Australian Institute of Petroleum
  • Australian Shipowners' Association
  • Plastics and Chemical Industries Association

Meetings

The National Plan Management Committee generally meets once each year, during February/March.

The National Plan Management Committee is supported in its endeavours by the National Plan Operations Group (NPOG) which addresses operational aspects for the National Plan, including equipment, training exercises and contingency planning. NPOG has established three working groups to address specific issues on oil, chemicals and the environment.
