Protocol for Attendance by Observers at Marine Pollution Incidents and Exercises
The National Plan to Combat the Pollution of the Sea by Oil and Other Noxious and Hazardous Substances
Prerequisites for Attendance at Incidents and Exercises
- The observer wishing to attend incidents and exercises should have completed appropriate training under the National Plan framework relevant to the role that they would normally fulfill in an incident within their own jurisdiction.
- The observer should be fully aware of occupational health and safety as applicable to marine pollution response, particularly in relation to the hazards that they may be exposed to during the incident that they wish to attend.
- The observer shall supply Personal Protective Equipment (PPE) relevant to the area of observation.
Requesting Attendance at Incidents and Exercises
- All observers wishing to attend an incident as an observer must seek agreement from persons responsible for managing or controlling an incident. The relevant State Marine Pollution Controller will generally be responsible for approving such requests within Australia.
- Persons wishing to attend national and international incidents and exercises must coordinate their attendance through AMSA.
Travel and Accommodation
- All travel and accommodation bookings relevant to attendance at the incident are the responsibility of the observer.
Cost of Attendance at Incidents and Exercises
- The cost of attending an incident as an observer shall generally be met by the observer's employing agency.
- AMSA may fund the airfare for an observer if attendance is consistent with development and/or maintenance of essential or highly desirable capabilities under the National Plan.
- In general, costs of attendance of an observer shall not be chargeable to the polluter or the relevant P&I Club unless the observer is later used as a member of the incident management team or response team.
Provision of Reports
- Following attendance at an incident or exercise, an observer should provide a report of their experience/observations to the National Plan Operations Group. This requirement is mandatory for attendances directly funded by the National Plan.
