Certificates of Recognition

General

In regard to holders of certificates of competency issued by other Flag State Authorities , Marine Orders Part 3 - Seagoing Qualifications specifies the requirements for issue of a Certificate of Recognition and prospective applicants should read the requirements before pursuing any application for a certificate of recognition.

It is also a requirement of the STCW Convention and AMSA , that in order for a country to recognise another country's seafarer's qualifications there must be an agreement in place between those two countries. The applicant must also hold a valid appropriately endorsed certificate in accordance with the STCW Convention (III/1, III/2 or III/3 for an Engineer Officer or II/1, II/2 or II/3 for a Deck Officer).

Note: AMSA and other Flag State Authorities may still impose other conditions that the applicant will have to meet prior to issue of a Certificate of Recognition.

Bilateral Recognition: means that AMSA and the Flag State listed can issue a Certificate of Recognition for a certificate issued by the other Flag State listed

Australia Recognises

Means that AMSA can issue a Certificate of Recognition for a certificate issued by the Flag State listed

Country Recognises Australia

Means that the Flag State listed can issue a Certificate of Recognition for an AMSA issued certificate

On application from holders of certificates issued by countries not on the above lists , AMSA may issue a restricted certificate of recognition valid for 12 months, and subsequently revalidate a restricted certificate of recognition , based on an authentic current overseas STCW78, as amended, certificate , if the applicant meets all the other necessary requirements , including being an Australian citizen or permanent resident .

Please note: AMSA will not recognise an overseas Certificate of Competency not endorsed as meeting the standards of the STCW Convention as amended, or a certificate issued by a Flag State Authority that is not on the White List.
