Record Books Required by MARPOL

Marine Notice 4/2008
Supersedes 22/2006

The purpose of this Marine Notice is to advise shipowners, operators, relevant seagoing personnel and agents that the record books required by the International Convention for the Prevention of Pollution from Ships (MARPOL) for use on Australian vessels are now available only in hard copy, and are no longer available for downloading from the Australian Maritime Safety Authority (AMSA) web site.

Until recently, AMSA provided oil record books (parts 1 and 2), cargo record books and garbage record books in two formats:

  • In electronic form on the AMSA internet site www.amsa.gov.au; and
  • Printed and bound record books available from AMSA regional offices at a nominal cost.

It has been recognized internationally that the provision of MARPOL record books in electronic format introduces the possibility of records being tampered with, particularly regarding removal/substitution of pages, and record books with bound consecutively numbered pages are preferred by many flag and port States. The increasing focus on record keeping during port State control inspections world-wide has resulted in the need to minimise any potential for such allegations.

Australian ship owners and operators have also indicated a preference for hard copy bound versions of the record books.
