MARINE NOTICE 13 / 2009:
Australian Certificate for the Carriage of Livestock (ACCL)
The purpose of this Marine Notice is to remind shipowners and operators of livestock carriers and other interested parties of the entry into force of provision 10.5.2 of Marine Orders Part 43, Issue 6, Cargo & Cargo Handling – Livestock, (MO Part 43).
MO Part 43 makes provision for the certification of ships engaged in the carriage of livestock cargoes and specifies requirements concerning the stowage and carriage of such cargoes for the safe operation of ships.
After wide industry consultation Issue 6, which is the current issue of MO Part 43, came into force on 1 December 2006. Since this date all new vessels requiring an ACCL, or vessels with an existing ACCL, which change operators, are required to comply with the 1981 SOLAS amendments adopted by IMO resolution MSC.1(XLV) which entered into force on 1 September 1984.
Provision 10.5.2 requires, from 1 December 2011, irrespective of date of construction, compliance with SOLAS inclusive of the 1981 amendments by all vessels seeking an ACCL.
Therefore, with effect from 1 December 2011, where it is apparent that a livestock carrier does not comply with SOLAS, inclusive of the 1981 amendments as required by provision 10.5.2 of MO Part 43 the ACCL will not be endorsed or reissued and/or an interim document will not be issued.
