Reduction in Marine Navigation Levy and Regulatory Functions Levy

The Minister for Transport and Regional Services, John Anderson, has approved a reduction in the rate of levy for the Marine Navigation Levy and the Regulatory Functions Levy which will take effect from 1 July 2004.
The Marine Navigation Levy funds the cost of maintaining the national network of aids to navigation and the Regulatory Functions Levy funds the cost of AMSA’s ship safety and environment protection regulatory functions.
The overall reduction is 15 per cent in both levies, which represents a saving of around $6 million per annum to the shipping industry. The undernoted table shows the current levy rates and the new levy rates which will operate from 1 July 2004:

The levy reduction is being implemented by tapering levy rates in favour of ships between 5,000 and 20,000 NRT, which covers the majority of ships visiting Australia. This is consistent with the recommendation of the 1997 and 2002 independent reviews of AMSA levies by Mr Rae Taylor AO that future levy reductions should be concentrated in the this range to improve equity in application of the levies.
The stepped function scale results in the following calculation of total levy:

The Protection of the Sea Levy, which funds the operation of the National Plan to Combat Pollution of the Sea by Oil and Other Noxious and Hazardous Substances. It will remain unaltered at a quarterly flat rate of 3.3 cents per NRT for trading ships of 24 metres or more in length carrying on board more than 10 tonnes of oil in bulk as either fuel or cargo.
