The National Plan training programme consists of a number of courses including: the Marine Pollution Response Incident Management course covering the functions of operations, planning and logistics and the Incident Controller course which includes level 2 and level 3 leadership functions. AMSA also offers the Australasian Inter-service Incident Management System (AIIMS) course.

This course is designed to provide marine pollution responders with an overview of the Australasian Inter-service Incident Management System (AIIMS)
Course outline
The AIIMS course is designed for marine pollution responders who may be called upon to undertake a functional role in planning, operations, or logistics during a marine pollution response with the intent of them being able to:
- Gain an appreciation of the way marine pollution response incidents are classified and managed
- Understand the role and tasks undertaken by the Incident Management Team (IMT)
- Describe what AIIMS is, the situations in which AIIMS may be used and be able to identify how AIIMS assists with the effective management of incidents
- Identify the purpose and key features of an Incident Action Plan (IAP)
- Understand how to conduct dynamic risk assessments
- Explain the scope and main tasks performed by all functions within the IMT

- Marine Pollution Response Incident Management course
Who is this course for?
The Marine Pollution Response (MPR) Incident Management course is designed for marine pollution responders who would be expected to perform in the role of either an operations officer, planning officer or logistics officer during a marine pollution incident or who aspire to perform this role in the future. Please note learners would only enrol in one function as part of the course, they will not be completing all three functions.
Course outline
The Australian Maritime Safety Authority (AMSA) MPR Incident Management course prepares marine pollution responders to command human and physical resources to achieve the resolution of a level 2 marine oil spill incident. Following completion of the course, learners will be able to:
Operations officer learners:
- Develop an operational structure to respond to marine oil spill incidents.
- Contribute to the development of the incident action plan.
- Manage the operations section and implement the operations portion of the incident action plan.
- Establish effective communications across the operations section and with external stakeholders.
- Participate as a member of a marine oil spill incident management team.
- Monitor and review the operations section and contribute to the post incident reporting process.
Planning officer learners:
- Describe the stages and information needs to establish a planning section for a marine pollution incident.
- Describe how a planning officer will establish and maintain situational awareness during a marine pollution incident.
- Describe the key deliverables from the Planning section during a marine pollution response.
- Describe where to access and demonstrate how to use specialist information and technical advice during a marine pollution response.
- Describe the incident planning cycle and incident notification and deployment procedures.
- Demonstrate management of the planning section during a marine pollution incident.
- Describe the audiences that the planning section will need to liaise with during a marine pollution incident.
- Describe the planning and monitoring considerations for demobilising personnel and resources after a marine pollution incident.
- Describe the recovery considerations after a marine pollution response.
Logistics officer Learners:
- Establish logistics section for a level 2 marine pollution response.
- Develop logistics plans for basic procurement of goods or services to resolve a marine pollution incident.
- Manage activities for provision of logistics support and procurement.
- Manage logistics processes and receipt of goods and services.
- Participate in the incident management team.
- Monitor and review logistics functions.
- Provide written feedback to post-operations reports.

Incident Controller Level 2 course outline
The level 2 Incident Controller course is designed for marine pollution responders who would be expected to perform in the role of incident controller during a level 2 marine pollution incident or who aspire to perform in this role in the future. The course focusses on developing the leadership skills of learners with the intent of them being able to:
- Implement activities including approving plans and strategies to control and manage the response.
- Establish systems and procedures for the safety, health and welfare of personnel at the incident.
- Establish effective liaison and cooperation with organisations and people working inside and outside the incident management structure.
- Manage the interface with organisations, communities and people affected, or likely to be affected, by the incident.
Incident Controller Level 3 course outline
The level 3 Incident Controller course is designed for marine pollution responders who would be expected to perform in the role of incident controller during a level 3 marine pollution incident or who aspire to perform in this role in the future. The course focusses on developing the leadership skills of learners with the intent of them being able to:
- Manage all activities undertaken to control a protracted incident subjected to political, economic, environmental, community and media interest.
- Establish systems and procedures for the safety and welfare of personnel at the incident.
- Establish an incident management structure where deputy incident controllers and divisions may be established.
- Manage the interface with organisations and people working outside the incident management structure.
- Manage the interface with organisations, communities and people affected, or likely to be affected, by the incident.
Course duration
Both the incident controller courses run for five days face-to-face and cover units of competency from the Public Safety Training Package.

The Incident Controller Level 2 course is a pre-requisite for the Incident Controller Level 3 course.

- Advanced Equipment Operator course

Advanced Equipment Operator course outline
This competency based five-day course is designed for marine pollution responders who would be expected to deploy, monitor, and recover appropriate marine pollution response equipment during a Level 2 or 3 marine pollution incident. Following completion of the course learners will be able to:
- Manage the safety of the operation of oil spill equipment.
- Communicate effectively with a work team and incident management team.
- Prepare containment, recovery, and storage equipment for use.
- Operate, deploy, and recover containment, recovery and storage equipment.
- Monitor oil spill containment, recovery, and storage operations.
- Check, clean, maintain and store equipment.
