Reporting Inadequate Waste Reception Facilities in Ports

This Notice is to advise shipowners and operators of a new format for reporting inadequate waste reception facilities in ports. The new format includes reference to sewage (MARPOL Annex IV), ozone-depleting substances and exhaust gas-cleaning system residues (MARPOL Annex VI). This Notice supersedes Marine Notice No 13 of 1998.

The International Maritime Organization (IMO) recognises that the ability of ships to comply with MARPOL discharge requirements depends largely on the availability of adequate port reception facilities. To improve waste reception facilities, information on alleged inadequacies must be available to Governments.

To encourage reporting of inadequacies in port waste reception facilities, IMO has issued the simplified reporting format attached to this notice. Ship Masters are urged to use the form to report inadequacy of port reception facilities.

Masters of Australian ships having difficulties at foreign or Australian ports, and Masters of foreign ships having difficulties with reception facilities at Australian ports should forward the completed form to:

Alternatively, the form may be completed online if preferred (http://www.amsa.gov.au/forms).

Masters of foreign ships should also forward the completed form to their relevant flag State authority. Masters of Australian ships reporting difficulties in foreign ports should forward the completed form to the relevant port State authority.

In addition to forwarding details of such reports to IMO, the flag State authority will normally seek to discuss any highlighted deficiencies with the relevant port authority.

Shipping companies are urged to include the procedures to be followed by ships’ Masters in their procedures for shipboard operations as required under Section 7 of the International Management Code for the Safe Operation of Ships and Pollution Prevention.
