Completing and submitting your application for a domestic certificate

Additional instructions if you are struggling to complete your application for a domestic certificate of competency.

The Application for a certificate of competency covers applications for first time issue, renewal and other renewal (revalidation) of all domestic certificates of competency. You can put up to three new applications and three renewals on one form.

Completing your application

To apply for a new certificate you need to complete all sections except section D.

To apply for renewal of your certificate you need to complete all sections except section C.

Sections of the application

Section A: applicant details—you must complete all details.

Section B: applicant status—you must answer all questions. If you answer 'yes' to any questions, provide additional information.

Section C: certificate(s) applied for (first time issue)—write which new certificates you are applying for, whether you have completed a task book and details of any restrictions or endorsements to go on your certificate.

Section D: certificate(s) For renewal/other renewal (revalidation)—write details for any certificates you want to renew.

Section E: courses completed—record details of the courses you have completed since your last application. If any information is not applicable to your application you should write 'N/A'.

Section F: satisfaction of eligibility requirements—complete the appropriate column for your application type:

  • For a new certificate, complete the ‘first time issue’ column.
  • To renew a General purpose hand, Coxswain grade 2 or 1, Marine engine driver grade 3 or 2, Master less than 24 metres or Master (inland waters), complete the ‘renewal’ column.
  • To renew all other near coastal certificates you should complete the ‘other renewal (revalidation)’ column.

Section G: applicant’s photograph—you must supply two photos with your application. The photos must:

  • be in colour
  • be less than 6 months old
  • show only your head and shoulders
  • be 35mm wide x 45mm long

Section H: applicant’s declaration and consent—read the declaration and sign it before submitting your application.

Proof of identity

Contact your local marine safety agency to find their requirements for proof of identity.

Submitting your application

For information on how to submit your application and pay your fees please contact your local marine safety agency. They will advise you of how much your fee will be.

It may be possible to submit your application in person, by post or by email depending on which state you live in. If you are applying by post, your photographs, and copies of identification documents and supporting documents must be certified.

You must submit all of the information required in one submission. Do not submit your documents separately. There is a list in section F you can use to make sure you have included all of the documentation needed before you lodge your application. If you do not provide all of the required information processing of your application will be delayed.

Lodgement of an application does not automatically entitle you to a certificate of competency or renewal of your certificate. It also does not indicate acceptance of sea service.
