Recognition of Royal Australian Navy qualifications

We will recognise Royal Australian Navy (RAN) qualifications as qualifying sea service towards a Deck or Engineer certificate of competency.

Once you have gained entry into the AMSA certificate structure by obtaining an AMSA Certificate of competency, all sea service for future certificates commences from that time (previous sea service does not count for additional certificates at a later date).

RAN personnel who do not hold a certificate for which we give special consideration must meet the full requirements as specified in Schedule 3 of Marine Order 71 (Masters and deck officers) 2014.

How to apply

You will need to lodge a formal application using the Seafarer form 419 to have your sea service assessed.

Once we have assessed your sea service and issued you with an assessment letter, you will need to:

  • book an oral examination and Medical fitness examination (if you have not already completed a medical).
  • lodge another Seafarer form 419 to apply for your Certificate of competency to be issued.

Lodge from within Australia

You will need to fill out the Seafarer form 419, attach all required supporting documents and lodge it at a participating Australia Post retail outlet.

You will need to pay the fees for your application at the post office at the time of lodgement.

You must include payment with your application.

It is important that you read the relevant application information guides before you complete your application form. While we can provide guidance on how to complete relevant forms, we will not provide oral or written advice, including by email, on either the acceptability of your application or its likely decision before it is formally lodged and considered. Our application charges must be paid at the time of lodgement of an application. Otherwise the application cannot be accepted.

You must not send scanned documents to us for checking or approval as all applications are assessed in the order in which they are received. We will not accept responsibility for any documents sent to us by email.
