Qualifying sea service for Royal Australian Navy seaman officer
Guidance for calculating your sea service equivalence if you are a Royal Australian Navy (RAN) seaman officer.
We will recognise qualifying sea service towards a Deck or Engineer certificate of competency—provided certain requirements are fulfilled—for the following:
- RAN Ratings who are either currently serving or have left the service
- RAN Seaman officers who are either currently serving or have left the service.
Our requirements are aligned with, and meet the requirements set out in:
- Marine Order 70 (Seafarer certification) 2014
- Marine Order 71 (Masters and deck officers) 2014
- Marine Order 72 (Engineer officers) 2014
- Marine Order 73 (Ratings) 2014
- Marine Order 74 (Masters and deck officers – yachts) 2015
These give effect to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers 1978 as amended (STCW).
In determining equivalence in service from section 20 of Marine Order 70 (Seafarer certification) 2014 and equivalence in training section 21 of Marine Order 70 (Seafarer certification) 2014 , we have thoroughly investigated RAN training schemes and identified gaps to be completed for the purpose of issuing a Certificate of competency.
The sea service of Ratings who have served in the specialist Seaman department of the RAN (for example Boatswain category) is fully recognised in Marine Order 71 (Masters and deck officers) 2014 as QSS towards obtaining a Certificate of competency as watchkeeper (deck), Watchkeeper deck less than 500 GT, Mate less than 500 GT and Certificate of safety training.
The sea service of a Seaman officer in the Seaman department of the RAN, on RAN vessels, will be accepted as qualifying sea service on vessels for the purpose of qualifying for a certificate as Watchkeeper (deck), Master less than 500 GT, Chief mate less than 3000 GT and Chief mate.
The sea service of Leading seamen, Petty officers, Chief petty officers and Warrant officers who have served in the marine or electrical technical department of the RAN may be fully recognised as meeting Marine Order 72 (Engineer officers) 2014 QSS towards obtaining a Certificate of competency as engineer watchkeeper, Marine engineer class 2 or Marine engineer class 1.
