Watchkeeper deck certificate of competency for Royal Australian Navy seaman officers and ratings

How to get a Watchkeeper deck certificate of competency if you are a Royal Australian Navy (RAN) seaman officer and rating.

We will recognise RAN qualifications as qualifying sea service towards a Deck certificate of competency.

Once you have gained entry into the AMSA certificate structure by obtaining an AMSA certificate of competency, all sea service for future certificates commences from that time (previous sea service does not count for additional certificates at a later date).

After an assessment of qualifying sea service, Ratings will be required to successfully complete the full AMSA approved STCW watchkeeper deck diploma course, a Navigation watchkeeping certificate and STCW short courses.

RAN Seaman officers in possession of a RAN Bridge warfare certificate will need to complete the required bridging training and STCW short courses to meet the approved course of study requirement for Watchkeeper (deck) contained in Marine Order 71 (Masters and deck officers) 2014.

Our approved bridging course delivered by our approved training providers will consists of the following topics:

  • Stability
  • Ship construction including ship survey documentation
  • Cargo operations including tanker familiarisation
  • Proficiency in survival craft and rescue boats
  • GMDSS radio operator's certificate
  • Medical first aid (components subject to recognition of prior learning by provider)
  • Oral exam preparation.

The relevant components covering the above topics in our existing approved Watchkeeper deck courses will be used by the our approved training providers to provide the bridging training.

You are also requied to complete the following short courses:

  • Basic safety training course, which includes Security awareness training
  • Advanced fire fighting
  • Medical first aid on board ships
  • Certificate in proficiency in survival craft and rescue boats other than fast rescue boats
  • To serve on an ECDIS equipped ship, complete an ECDIS course
  • You will also need to pass an oral assessment before being issued a certificate.

These courses are required according to Schedule 2 of Marine Order 71 (Masters and deck officers) 2014 at an AMSA approved training provider.

Once you have satisfactorily completed the above components, the AMSA approved training provider will issue a statement of completion for these subjects/units of competency only. This statement, combined with evidence of completion of Bridge warfare certificate, RAN navigation watchkeeping certificate, short courses and GMDSS radio operators certificate, will satisfy us in regard to completion of an approved course for Deck watchkeeper.
