An updated version of exemption 14 came into effect on 1 July 2025.  

You need to complete an AMSA form 618 application if you wish to operate under this exemption.

What this exemption allows you to do

Exemption 14 allows a person to master a domestic commercial vessel (DCV) in a specific area managing activities within the marine environment without a certificate of competency.

Eligibility requirements  

To be eligible for exemption 14:

Contact the Office of Maritime Communications to find out how to apply for a SROCP.  

Approval conditions

If we approve your application for exemption 14:

You will need to present a copy of your approval that proves your eligibility if requested by authorities. This document should be kept in your safety management system.

Use AMSA form 618 to apply for this exemption. Provide supporting documents to confirm you meet the eligibility requirements with your application.
