Complex maritime emergency management

This document is provided to improve national arrangements and understanding of response capabilities in the management of complex maritime emergencies.  It helps identify interdependencies and relationships between governments’ and private sector agencies for infrequent events in unfamiliar and often hostile environmental conditions. The intention is to develop a joined up response paradigm and ethos for effective national response arrangements.
