An updated version of exemption 14 came into effect on 1 July 2025.
You need to complete an AMSA form 618 application if you wish to operate under this exemption.
What this exemption allows you to do
Exemption 14 allows a person to master a domestic commercial vessel (DCV) in a specific area managing activities within the marine environment without a certificate of competency.
Eligibility requirements
To be eligible for exemption 14:
- you must be employed as a sea ranger by an Indigenous community organisation or a sea management organisation connected with an Indigenous community organisation
- we must consider that you are able to be the master of a vessel that is less than 7.5 metres long and has outboard propulsion power
- if you'll operate a marine VHF radio on the vessel, you must hold a Short Range Operator Certificate of Proficiency (SROCP)
- we must approve your application in writing.

Approval conditions
If we approve your application for exemption 14:
- you mustn’t use the vessel for any other purpose than what’s described in your approval document
- you may have to comply with extra restrictions depending on which waters you are operating in.
You will need to present a copy of your approval that proves your eligibility if requested by authorities. This document should be kept in your safety management system.
How to apply
Use AMSA form 618 to apply for this exemption. Provide supporting documents to confirm you meet the eligibility requirements with your application.
Supporting documents should include:
- a copy of your recreational boating licence, or a signed statement from the Indigenous community organisation or a sea management organisation confirming you have the skills to perform Coxswain Grade 3 near coastal (Cox 3) duties
- a detailed description of the proposed operation including the:
- operational area
- hours of operation
- number of passengers carried (if any).
- a risk assessment that includes risks of the proposed operations and how those risks will be controlled
- a current Certificate of Medical Fitness (AMSA Form 1850) confirming you are medically fit to perform the duties
- a copy of a Short Range Operator Certificate of Proficiency (SROCP), if the vessel carries a marine VHF radio.
