Cargo that is not properly loaded, stowed and secured can pose a serious risk to the vessel, crew and other ships.
From 1 September to 30 November 2026, we will be conducting a concentrated inspection campaign (CIC) focused on the loading, stowage and securing of cargo units and cargo transport units.
Port State control officers (PSCOs) will conduct the campaign as part of routine port State control inspection of foreign flagged vessels.
What will inspectors check?
AMSA PSCOs will use a dedicated questionnaire to assess compliance with SOLAS requirements for cargo securing. Inspectors will check:
- loading of cargo
- stowage of cargo
- securing of cargo
- use and condition of cargo securing equipment
- availability and implementation of the Cargo Securing Manual.
They will record any deficiencies they identify during an inspection. Action taken will depend on the nature and severity of the deficiency. This may range from recording a deficiency through to vessel detention.
What operators should check now
- Cargo is loaded, stowed and secured in accordance with applicable SOLAS requirements.
- The Cargo Securing Manual is available, current and being followed.
- Cargo securing equipment is suitable, maintained and fit for purpose.
- Crew involved in cargo operations understand their responsibilities and relevant procedures.
- Relevant cargo securing documentation and records are complete and readily available.
Be ready for inspection
Operators should review their vessel's cargo securing arrangements and address any gaps now.
Good cargo securing starts before cargo operations begin. Ensuring procedures, equipment and crew are ready can help prevent deficiencies. Most importantly, it reduces risks to the safety of the vessel and crew.
