01/2026 – Continuing professional development (CPD) framework

This pilot advisory note sets out the AMSA-approved CPD framework for coastal pilots.

What’s changed

We have updated CPD requirements for pilot licence renewals in accordance with Marine Order 54 (2026).

Transitional arrangements

Transitional arrangements are in place for existing licence holders. We will recognise CPD points accrued in accordance with PAN 01/2020 until 31 August 2027.

Purpose

Marine Order 54 Coastal pilotage (2026) provides in Schedule 3 (4)(d) that one of the criteria for the renewal of a pilot licence is that the person holding the licence has completed continuing professional development to the satisfaction of AMSA within the 2-year period before applying for the renewal.

A revised and enhanced CPD framework for coastal pilots was developed following consultation with the industry reference group. The framework aligns with WAVES criteria and addresses expectations associated with the performance of pilotage duties.

This framework aims to improve professional standards, skills and knowledge deemed appropriate for the conduct of coastal pilotage operations, through attendance of contemporary training peer-to-peer interaction and potential engagement with appropriate professional bodies.

The framework is points-based and requires the accumulation of a minimum number of points in the 2-year period prior to applying for the renewal of a coastal pilot licence. Points can be accrued through the completion of training and/or activities chosen from the 5 main categories.

Implementation

The revised coastal pilotage CPD framework came into effect on 1 September 2026. AMSA will apply the new CPD compliance requirements to licence renewals from that date. Transitional arrangements are in place for existing licence holders. We will recognise CPD points accrued in accordance with PAN 01/2020 until 31 August 2027.

Pilots must:

Pilots must accrue a minimum of 10 CPD points in the 2-year period prior to applying for the renewal of a coastal pilot licence, and
Pilots must inform AMSA and provide evidence of completed CPD activities so we can update our records. Pilotage providers are also required to record pilot CPD activities.
