This exemption allows people who work on a vessel involved in scientific activities, including research or educational activities, to perform duties as master of a vessel without a certificate of competency.

In 2024, a range of vessel stability issues caused a trawler to roll over. The master had not followed the vessel’s stability book properly. The investigation also found that the stability book didn’t meet relevant standards.
This exemption is for people who want to work on a domestic commercial vessel being used for a wildlife or other sightseeing operation in inland waters.
