From 1 July 2018, new survey requirements for domestic commercial vessels apply. This includes changes to marine order 503 to apply the new periodic survey requirements to all vessels required to be in survey—existing, transitional and new vessels.

Some vessels do not have to be surveyed. Depending on the type of vessel, you may need to apply for approval to operate.

For vessels in distress or in need of assistance there can be, at times, a need to find an appropriate ‘place of refuge’, where steps can be taken to stabilise or repair the vessel and prevent the situation from worsening.

The short-term measure under the MARPOL Convention requires ships engaged on international voyages to make improvements to deliver a reduction in their carbon intensity by an average of at least 40% by 2030 (compared to 2008 levels), in line with the target set by the International Maritime Organization (IMO).

Ships that are not operated and managed to meet applicable standards, and relevant Australian laws, pose an increased risk to seafarers, other ships and the marine environment. These ships may be refused access or granted conditional entry to Australian ports

During a private charter a passenger fell down a stairwell and sustained serious injuries. The area around the top of the stairwell had a recess that reduced the floor area slightly and could be missed during movements. The stairs themselves were not found to be contributory to this incident. However, the spiral design proved problematic for providing post-incident medical assistance for the passenger. Any area that may present a safety risk to passengers onboard a vessel should be risk assessed, with appropriate control measures put in place to ensure passenger safety.
