Board meeting communique of matters – 24 September 2025

The 275th meeting of the Board was held on Wednesday, 24 September 2025, in Canberra, ACT.

This meeting

  • The Board received their six-monthly update on AMSA’s progress against the Ministerial Statement of Expectations and corresponding Statement of Intent.
  • The Board reviewed AMSAs August performance report, and in particular focused on the in year budget position and the continued uncertainty of levies revenue relative to the on target year to date expenditure.
  • The Board received an update on AMSA's progress with the adoption of Artificial Intelligence, the opportunities for AMSA, governance, and safeguards.
  • The Board received an update on AMSA’s high level APS Census results and noted agency level results, along with AMSA’s Action Plan will be published in November 2025 in line with APS timeframes.
  • The Board were briefed on the International Maritime Organization’s (IMO) Net Zero Framework being considered at the upcoming Extraordinary Meeting of the Maritime Environmental Protection Committee in October. It was noted that an IMO Greenhouse Gas (GHG) study conducted in 2020 stated that shipping’s contribution to global GHG emissions is 2.89%.
  • The Board reviewed and endorsed AMSA’s 2024-25 Modern Slavery Statement. This statement describes the actions AMSA has undertaken to assess and address modern slavery risks in AMSA’s procurement of goods and services. AMSA’s risk-assessment concludes AMSA is at a low risk of contributing to modern slavery.
  • The Board reviewed and approved AMSA’s 2025-28 Strategic Internal Audit Plan (SIAP). This internal audit function supports the Board in discharging its duties and requirements under the PGPA Act.
  • The Board received its annual report from the Chair of the Board Audit and Risk Committee. This report provides the Board with a summary of the Committee’s activities and areas of focus in discharging its responsibilities during 2024-25.
  • The Board also noted that their approval was provided out of session on AMSA’s 2024-25 Annual Report and 2024-25 Financial Statements, to meet reporting requirements. 

Following a presentation from AMSA on emerging technology and new fuels, the Board discussed the strategic implications that will flow for AMSA and its stakeholders given the significant and sustained changes that new technologies, including new fuels and autonomous systems, will bring.  

On 25 September 2025 some Board members were able to engage with AMSA’s Canberra staff to celebrate World Maritime Day and attended the 11th Shipping Consultative Forum meeting. The Board’s attendance at this meeting afforded them the opportunity to engage with stakeholders from key industry groups including shipping, the environment, unions and tourism.

The next Board meeting will be held in Canberra on 20 November 2025.
