About the changes
Marine Order 54 (MO54) provides guidance for coastal pilots and vessels requiring a coastal pilot.
The key proposed changes included:
- check pilot system: new competency-based training and proficiency check requirements
- training and CPD: more flexible, competency-based pathways for training and professional development
- risk management and SMS: stronger safety and risk management requirements, aligned with ISO 31000 principles
- licensing: streamlined licensing arrangements, including removal of the trainee coastal pilot licence
- compliance and enforcement: a new approach to compliance, replacing the current demerit point system and strengthening enforcement powers.
Result
While consultation feedback led to number of refinements in the final order, the overall response to the draft was constructive and broadly supportive of the reforms.

Revised Marine Order 54 came into effect: 1 September 2026.
