We have issued an updated marine notice for Under Keel Clearance Management (UKCM) in Torres Strait. This notice outlines the management framework, summarises the responsibilities and reminds all coastal pilots transiting ships when they are required to use the Under Keel Clearance Management (UKCM) system.

Marine incidents are defined by relevant Australian laws and include a number of different types of incidents.

A guide for domestic commercial vessels

On the evening of 29 May 2022, a commercial fishing vessel was on a voyage from Mackay to Cairns when the master noticed an auxiliary engine alarm. Upon lifting the engine room hatch, the master saw smoke and an orange glow and the engine room subsequently caught fire. The master quickly made the decision that they would not be able to fight the fire without jeopardising their safety and abandoned ship. An SMS risk assessment on appropriate crewing on a voyage greater than 12 hours duration should be undertaken in these situations.

On 21 August 2019, a landing barge (operated as a Class 1E and 2D) capsized while transiting from Great Mackerel Beach to Pittwater north of Sydney.

This information is to draw the attention of ship owners and operators to the ongoing prohibition of asbestos on ships, noting that Australian law requires operators to take all reasonable steps to protect the health and safety of employees and contractors while at work.

A Class 1 passenger vessel’s port engine caught fire whilst northeast of Fraser Island with 82 passengers and crew onboard. The investigation found that regular planned engine maintenance, in accordance with manufacturer’s specifications, was not in place at the time of the incident. The crew’s response to the incident was immediate and effective. The transfer of the 77 passengers to a nearby vessel, which attended the distress call within 10 minutes, was undertaken quickly and effectively by the master and crew.

Annex VI of the International Convention for the Prevention of Pollution from Ships (MARPOL Annex VI) allows ships to use exhaust gas cleaning systems (EGCS) to comply with the 0.50 per cent m/m sulphur fuel oil limit that commenced on 1 January 2020

This advice is for ship owners and masters. We will undertake a focused inspection campaign (FIC) on livestock ships from 1 March to 31 August 2021. The campaign will target all livestock ships departing Australian ports.
